It floats and rattles. Is it just cast and retrieve on the surface? Because it doesn't seem like it would have much action. Any advice is welcome, thanks!
its a top water popper. usually used at dawn or sunset. casts and pull it toward you in a short popping motion so it spits water and makes a popping noise

As was said here it’s a popper. We geta lot of success with them where I’m at in east PA. Cadt it out, give the rod small jerks, so the popper jumps forward about 12 inches and makes a gulping sound..fish like to grab it on the pauses. Works very good next to lily pads, and in shallow areas, but we also get a lot of strikes in 10′ water as well. Helps when the water is warmer and fish are shallower

I don’t know much about fishing but you should use it in not deep water
Top water Popper. I have maybe ~3 hours on one and nothing yet. They make a nice wake and a bloopy sound.
