Got this Betta a few weeks ago and I feed him 2-3 pellets twice a day. He looks small, but not sure if hes fully grown and if I should feed more. He looks to be about 4-5cm excluding fins. Thoughts?

well 4-5 cm is very tiny, more than an inch is usually adult size. Depends on the type of betta as well. Look for a bubble nest, it means they are mature
