Nit quite sure, but it could be early ich. If it persists and you start to notice it on his body too, It’s probably ich. It could also be a bacterial or fungal infection.

since he white parts seem to be isolated to the tips of the fins (correct me if I missed something!), I would say that it’s the beginnings of fin rot. Usually associated to poor water quality and/or stress. Tell us more about your aquarium so that we can help you:
* how big is the tank? (liters or gallons)
* what tankmates does this fish have
* what are your ammonia, nitrite, nitrate, and ph readings on the water in the aquarium?
