What kind of rod is this?

My 6 year old loves fishing and can use a regular rod. His other one just broke though.

I got this at savers but I am having trouble finding how it works? I can not for the life of me figure out how I would cast. What are the uses for this kind of rod? Calculator to show size. It’s very small.
