If your line is not on a rod, you put it on there to keep tension so it doesn’t unspool

It holds the line in place to keep it from unraveling off the spool when you don’t have it run through the guides of the rod with a hook tied on to keep tension. You are using it correctly in the photo.
In Europe, carp anglers will utilize this line clip to set their casting distance (they need it to be precisely the same distance every cast, for reasons I’m unsure of) but this method is virtually unheard of in the US.
