Is the bail of a reel supposed to have so much dead space when closing? Or is it supposed to close all the way more easily?

Just ordered this reel off Amazon. Optix 10 quantum. Seems not very smooth. Does it need to break in? The bail doesn't always fully close. Not sure if it's supposed to be like that.
