It almost looks like a popping rig. I guess I do mine differently but it’s pretty similar.

It’s a popping cork rig. Check Youtube for advice on technique for using it.
The gist is you tie your line to the end that is at the top of this picture, and to the other end you clip a soft plastic paddle tail, grub, or shrimp imitator. You could even use a hook with live/dead shrimp on it. Then you cast out, jerk your rod so the cork makes a splash/pop noise on the surface to get the fishes attention and your lure/bait trails behind it enticingly for them to eat.
