Betta Fish: saw this little guy today and couldn’t resist! any name suggestions? also any ideas on his tail would be appreciated!

I definitely have a fish addiction… I only went in to see what plants they had, but the poor bettas looked to all be living in poor conditions and looks very depressed.

this is only my second betta so I'm still not completely knowledgeable on betta and would still concidered myself new to betta keeping.
his tail seems really droppy and i cant tell if its just his tail type or if theres something wrong with him. he was just listed as "male betta" all the others had their tail types listed except him.
this tank has been cycling with shrimp for about three weeks now (i was planning on getting another betta soon) all levels in it are normal except KH is a bit high but to my knowledge that isn't necessarily something to worry about? he's come from a local shop so the water levels will be similar if not the same to ours at home. plenty of hiding spots. water movement is minimal. a hand full of plants. he's very active and is dead set on chasing the shrimp around the tank. water is currently at 25c (77f) but it is on an automatic heater that's set at 26c (78f/79f)

(I am planning on adding more plants to the tank soon, just waiting to get paid)
