Is my fishing line supposed to wrap around that thing I’m pointing to? Or is that just how this rod is set up? Any tips would be appreciated. Thank you.
It’s a guide for the line to wrap around the spool. When you close the bail (the metal piece that flips up and down) and start reeling you’ll see the line lay overtop of that piece you’re talking about

Yes, right now you should pull all the line out of the rod. Then pass the line under that piece (called the bail) to re-rig the rod with the line just going straight off the spool.
In your pictures, the bail is in the “open“ position. You want the line passing underneath the bail when it is in the other, “closed“ position.
