Betta Fish: Can someone tell me if this is finrot?

First pic is before and second is most recently.

I have been completing daily water change with no improvement. The fin also did look like what I researched online so I need someone to confirm if this is caused by finrot.

I did used to have quite a few rocks stacked like caves…I'm thinking it could have been possible they cut through his fins.

Any advice appreciated 🙏
