Help a newbie out please :')

"Overstocked" as in enough space for everyone to live good quality lives and thrive, not talking about poop and water quality.

So this is our 25g stocked with 1 male betta, 11 ember tetras, 9 celestial pearl danios, 5 pygmy cories, 5 kuhli loaches and many many shrimp. There weren't supposed to be this many fish in it at all, but plans for the other tanks changed so everyone got dumped in here.

Conflict and stress wise, there is (seemingly?) none, other than the danios occasionally sparring and bickering with the tetras during feeding times. The betta ignores and is ignored and given a wide berth, and it doesn't look like they affect his activity or movement one bit either. He moves around as he pleases, as does everyone else unless he's coming through. Kuhli loaches are out and about a lot, doing worm activities.

But I am a beginner. Is there something I'm missing here? To my inexperienced eye, the fish all look happy and exhibit what I (and google) believe to be natural behaviours. Can the setup be improved to better accommodate them all? Or should someone be removed or swapped our for the different fish? I have been thinking of maybe swapping the tetras for chilis, as they are smaller. But would that even accomplish anything?
