Do you have invasive sea lampreys in the water? They leave circular marks like that on fish.

That’s not from lamprey like others are saying. Thats lympho sarcoma which is a viral infection that can affect northern pike. It shows up seasonally and can be seen autumn, winter, and early spring. It’s nothing to be alarmed about, but it is ugly.
