Is this a good fly rod?

I'm completely new to fly fishing and don't really have that big of a budget. I mostly wanna fish for panfish and rainbow trout [when my local park stocks the trout] is it even possible for me to fly fish considering how murky the water is in southern lousiana if so do you guys have any better suggestions for fly rods?
