  1. You could put a sleeve over it from a discarded rod. Check out rod building boards for more information on that sort of thing.

  2. No, that’s a structural fail that you can’t fix. Those cracks go through layers of carbon fiber material that need to hold together for the rod to stay in one piece and bend properly. It will never feel right, and with the loss of strength, even if you superglue it it’s likely to come apart again or just snap if you try to reel in a decent fish.

    Is this a new or recent rod? Most manufacturers have a warranty that would cover this or at least can sell you a replacement piece.

  3. Maybe you could buy just that section from the manufacturer? You can’t fix this, if you try, it will break as soon as you get a fish on.
