This contraption slides into a 2" receiver on my truck and I have used it with an adapter to 1 1/4"? on my Explorer.
I bolted a piece of strut to the bike rack….on the hitch side. This rack is a 5 bike rack – 4 on one side, 1 on hitch side.
Cut some PVC, added a key slot for reel seat, that's held to strut with split straps .
Above that, the pool noodle is tywrapped to another piece of strut.
On that pool noodle are some velcro straps to secure the rods.
I can put 4 bikes and 6 rods
