Popeye, fish disease. Had a betta with it for about a week and it died.
If you have a hospital tank, there is medicine that can be used to treat it, but you’ll have to look more into that.

If the eyes weren’t bulging out I could say I’ve seen this happen with ph issues. Could be pop-eye like the other reply says, looks bacterial in nature possibly. Rams also prefer to be a bit warmer than a preset heater’s 78F. Check your parameters and I’d start medication ASAP after you verify. If ph is too low you can add a small amount of baking soda and test again in an hour or so. If it is too high you can use a decaf green tea bag to add tannins and lower the ph. Rams are South American ciclids and like neutral to slightly acidic ph.
