He lays on the bottom just like in the first photo pretty much all the time. He can get up and breathe, however, his swimming abilities seem to be quite weird, he can't really control it (problems with swim bladder?). He also breathes heavily. I'm acclimating him right now, so I haven't tried to feed him. Lastly, the third photo shows a part of his tail which seems to be damaged (fin rot?)

What I'm planning to do is: get him in my 5gal and aim to have no ammonia/nitrates etc with 10% water change every day or two. The substate is around 3mms, can that create a risk to his fins? I've mostly had short finned female bettas for the last 10 years, so I'm extra cautious when it comes to his tail, considering it seems to already be damaged.

Lastly, I had some questions. Can I start feeding him now? I saw someone say that it's better not to feed until you see improvements in terms of health, but I couldn't be sure. Also, filter on or off, considering his swimming is definitely not the best..? Thank you in advance.
