I've had my koi betta for about a year now. I do daily water quality checks and a water change weekly. Is this color development normal? He was red when I got him and he's mostly blue now.

Yes, completely normal. Blues and blacks in Bettas tend to take over, so this is just that happening lol. Beautiful boy!
Yes! Some betas have a gene that causes color changes due to environmental/other factors. My beta was completely white when I bought her and then she changed to a beautiful blue & white with hints of red
