the tetras are small fish, which means they need to be in large numbers to feel safe, and luckily because they’re small, you can have a small school of like 6 neons and embers each. the cories also do better in bigger numbers, and three ime is the lowest you would want to go. so add 4 ember tetras, add 4 neon tetras, and maybe add a cory if your filter is on the bigger side for a 20 gallon.
