It’s normal for a filter that’s way past needing to be replaced. Some can be rinsed, but that looks way passed its lifespan. If that’s a on top filter and they get too clogged, they might just start pissing water all out the side of the tank.

Yea its normal. If the water is too high in the filter just slosh it around in treated water or tank water
