The filter will work a lot better if the intake is actually in the water. It ain’t gonna jump off the counter, and it should be plenty strong. It may try moving itself towards the sink in search of water though…

Tank will weigh about 300lbs if full (tank, water, gravel, scenery) so it will be fine there, even if you fill it up.
Get a couple of people to sit on the countertop if you want to check. Same sort of weight.

Your table can probably support the weight as long as it’s out of the way of heavy traffic it should be fine that counter looks deep enough where it wouldn’t fall over I have some tanks that hang over a little and they are fine. Good luck
