Is it possible to sand the inside of the eyelet with super fine sand paper, and a thin layer of epoxy? Or would the epoxy mess up casting by "sticking" to the line ever so slightly? Are there any fixes anyone knows of for these little chips?

Fly fishing shops can fix this for a nominal fee. They’ll just replace it.
Go to your local tackle shop, they usually have an assortment of tip guides for almost no money at all. Just heat the old one gently with a lighter until you can pull it off, and then glue the new one in place.
Some shops will even help you change it for you for a small fee.
