Definitely needs a bigger tank, 5 gallons (just shy of 19L) is generally the minimum recommended size. He also needs a filter and heater, and some more plants/resting spots are always nice. There’s a pinned post on here with a whole bunch of care information that I’m sure could help a lot 🙂

Omg please buy a bigger tank. Petco and petsmart do sells every now and then on tanks. Get a 5g or more. Heater and filter.
-Tank (5 gallons is recommended)
-heater
-filter (sponge filters are recommended, requires an air pump)
-betta food
– hiding places (coffee cups are cheap, silk plants wouldn’t hurt their fins, real plants are awesome but tricky for absolute beginners)
You will want to do a Fish-in-cycle. “Cycling” means you establish beneficial bacteria that turn fish waste into less toxic compounds. Otherwise fish poison themselves with their poop. These bacteria typically live best in the filter- so be careful not to toss them out with replaceable filter cartridges! Easy mistake.
