Betta Fish: I was told this was the beginning of tumors??

Just treated this lil guy for fin rot. He was a rescue and before taking him out of his hospital tank I noticed these little dots on his fin. Someone on Facebook said Tumors. But I’m curious is anyone else has a different opinion?
