I bought a bulk pack of these years ago to give as presents. I have caught trout through the ice with them.
No need to add bait to lures, lures are designed to have a specific action in the water to mimic a fish’s food source or trigger a reaction bite. The addition of bait will impact your lures action/presentation. There are exceptions to this. Your mileage may vary.
