I bought some plants online and it's been probably 2 or three weeks. He says the red rooted floaters are dying. This is the pictures he gave me. What is he doing wrong? He said they are turning brown and drying out.

I would say by three weeks they should have bounced back from being shipped. RR floaters need strong light and low flow. If the water is high movement, it might be dunking the leaves under and it will start to melt away.
