Looks like some form of bait launcher, but the orange pieces don’t look like they’d store much power. Could also maybe be an automatic hook setting device? After a little bit of googling I couldn’t find much to match the pictures, but I’m still searching.
It also looks a lot like wind kite bars/control sticks, but no idea what they’re on.

Looks like outrigger poles used on big sportfishing boats. I bet they paddle out baits, then clip line to the rigging, then hoist them up so the lines are not affected by waves, current or weeds and stuff. Fish hits, pulls line out of the rigger snaps.

I’m guessing they’re for keeping live bait at the surface with a kite.
