These are intended for Surface Fly Fishing, you can use them with a regular pole but you need to find a way to add some weight for casting. One way is to use a clear bobber which can be filled with water 2-3 feet up the line from the frog and then you just “chug” retrieve it like a popper but the presentation will be less loud. I have also seen people use a floating rapala or popper but remove the hooks and used as a leader. Your line goes to the plug, and then a line from the rear plug (where the hooks USED to be) attaches a leader which goes to the frog shown with a 4-6 lb. very thin line. It’s a finesse set-up for topwater, basically.
