Is the squall II worth it?

Hello, I’m new to fishing. I found a cheap shared charter that I go on. The rods and reels that they lend you are falling apart and so I was hoping to get my own setup. I’m fishing out of Wilmington NC. Fishing for Black Sea bass, jacks, grouper. I’m hoping to spend a max of $400. It’s mostly just dropping bait to the bottom and hoping for the best kind of fishing. Sorry I’m very new and don’t know much aside from the fact I really want to get into fishing. The boat ride is about 3hours each way so I was hoping for a fishing/trolling set up, or do they have to be separate things? I saw this at bass pro, they also have combos at sportsman’s? Anyone have any recommendations? Sorry it’s long winded. I should say that the charter only allows mono line. So what weight should I buy?
